11) The shohetim (butchers/slaughterers), from Rosh Hodesh Ab put away their knives and stop slaughtering birds and animals, called in Arabic “Qti’ Skiyn” or “R’foud Skiyn” [lit. "raise the knife"]. This is as a sign of mourning for the Bet haMiqdash that was destroyed which led to the cessation offering qorbanot (animal sacrifices). See Shemesh uMagen, Osrot Posqé Hakhmé Morocco p. 342, Osrot haMaghreb (Tish’a beAb), this minhag originated from the Rama (Siman 551:9) and see the Kaf haHayim on that siman, and the QS”A by Ribi Toledano zs“l p. 247.


12) It is forbidden from Rosh Hodesh Ab up to and including the 10th of Ab to eat any meat – called in Arabic “Qti’ L’hm” (the cessation of meat)because the destruction of the Bet haMiqdash is a very grave and sad time and meat is only eaten in times of happiness and abundance. 17) It is also forbidden to drink wine from Rosh Hodesh Ab until the 10th of Ab just like with meat because through the destruction of the Bet haMiqdash the misva of “Nisukh haYayin” (literally: the pouring of the wine) was annulled and there is a hint to this in sefer Daniel 10:3 “Lehem hamudot lo akhalti…” – “I ate unpleasant bread; and neither came flesh [meat] nor wine in my mouth.” See QS”A by Ribi Toledano zs“l p. 248, Qobes Minhagim (Tis’a beAb), look up this topic in length in the Kaf haHayim and Yalqut Yosef (Mo’adim p. 574).


13) On Rosh Hodesh Ab itself we eat meat and drink wine in honour of Rosh Hodesh, and before nightfall we have a meat meal called “R’foud L’hm” (the cessation of meat). This is also the custom of Sefrou, as is written in the sefer Debar Emet (Chapter 3) by Ribi Yedidya Monsonego zs“l as well as the custom of Fes ; see Maran haHida (Moré Baesba’ 233), Ribi Refael Barukh Toledano zs“l in QS”A p. 247, Ribi David ‘Obadia zs“l (Nahagu ha’Am), and Shemesh uMagen (Heleq 3, Siman 54). However, others are accustomed not to eat meat or wine on Rosh Hodesh; see Ribi Yishaq Bengualid zs“l (Vayomer Yishaq, Tish’a beAb §2) and Ribi Yosef Benaim (Noheg beHokhma, p.30).
