14. An Invalid Sefer Tora
If a Sefer Tora is found to be invalid (pasul), and a second Sefer Tora is removed from the Ark, the minhag is not to return the invalid Sefer Tora to the Ark when the second scroll is removed, but instead to wait until the end of the Tora reading and return both scrolls to the Ark together.
See Ribi Yosef Benaim (Noheg beHokhma p.148); this is in contrast to the words of the Kaf HaHayim (143:45).
17. The Covering of the Sefer Tora
The minhag is to keep the Sefer Tora in a cloth covering and not in a case of metal or wood as many Oriental Jews do.
This was historically the custom of many Sefaradim living around the Mediterranean; e.g. the Jews of Greece, Italy, Algeria, Morocco etc. From the point of view of halakha, it is preferable to keep the Sifré Tora in this manner rather than in a wooden or metal case, because the Shulhan ‘Arukh (Orah Hayim 147:6) says that the sefer Tora should not be rolled when it is in its covering but those who keep the scrolls upright in a metal or wooden case are forced to do just that since it is impractical to remove the scroll from such a case every time it has to be rolled.
